Unlocking High Rank in Monster Hunter Rise is quite straightforward. High Rank typically means access to monsters not seen in the game’s Low Rank quests, in addition to tougher versions of monsters from Low Rank, as well as the ability to obtain High Rank exclusive materials, equipment, and decorations. Here is how to unlock High Rank in Monster Hunter Rise.
To unlock High Rank, you simply need to reach 4★ quests in the Hub, as that is when High Rank starts. There are two way to reach 4★ in the Hub.
First is to simply clear all the Key Quests and Urgent Quests from 1-3★ quests. Once you finish enough Key Quests for that ★level (Key Quests have a special mark, as you can see in the image above), you will unlock an Urgent Quest. Finish that Urgent Quest to unlock the next ★ levels until you reach 4★ (High Rank).
Alternatively, you can unlock High Rank by finishing Special License Tests in the Village. Special License Tests are for hunters who advance in the Village Quests while not progressing much (or at all) in Hub Quests.
To unlock Special License Tests, refer to the following table. Finishing each Special License Test will increase your Hub Quest rank by 1★.

Unlocking High Rank in Monster Hunter Rise is kind of impossible to avoid if you start doing the key quests and urgent quests, so it’s not something to worry about. But if you wish to reach High Rank, you can unlock it by either reaching 4★ in Hub or unlocking the Special License Tests in Village.
